Для ее реализации хунте поставлены задачи:
- охват ДНР и ЛНР войсками хунты со всех направлений, главным образом с восточной стороны,
- захват и блокирование государственной границы РФ, с целью перерезать возможное поступление вооружения, боеприпасов, добровольцев, гуманитарной помощи,
- прекращение потока беженцев из окруженных населенных пунктов для создания паники, огромного количества жертв и через невыносимые условия существования населения принуждение ополченцев к капитуляции.
После создания полностью окруженного котла уничтожения, локальные цели в виде планомерного окружения по одному городу в миникотлы. Расстрел из крупнокалиберной артиллерии, боевой авиации жилых кварталов, больниц, средств коммуникаций и жизнеобеспечения (свет, вода, газ, связь, подвоз продуктов и т.д .). После уничтожения вооруженного ополчения, зачистка городов специальными карательными отрядами, созданными из склонных к насилию садистов и уголовников.
